  1. There should be an Amendment (if, in fact, that there is not a law
that already covers) to the constitution, that Congress (or any
other legislative body) cannot be exempt from any law
    that they enact/legislate/or approve. “PERIOD”.

  2. C. Wyatt Hertz says

Congress (this goes for the state legeslature as well) shall pass no law, rule, regulation or act which exempts or excludes themselves, or any other employee of the United States (or California) government whether elected, appointed or otherwise employed by government of the United States of America. Neither shall congress pass any law, rule, regulation or act for themselves which does not apply equally to every citizen of (California) the United States of America.
