We were severely criticized last week by the left and the right for publishing, “Calif. default risk turns Gov. Brown into a capitalist.“ The report highlighted that Gov. Jerry Brown is steamrolling environmentalists and regulators to generate more state tax revenue by expediting approval of pro-business infrastructure.
But our detractors were stunned to learn from State Controller John Chiang that California’s July sales tax revenue was down 33.5 percent from that anticipated by the state budget approved in late June by the Legislature. Even more ominously, the state’s $9.6 billion cash deficit that was rolled over from the June 30 fiscal year has catapulted to $18 billion last month.
The state has avoided default by temporarily borrowing from state trust funds, but those accounts will soon need their cash back to continue operating. Today California quickly began trying to sell $10 billion in municipal bonds to fund the record $28 billion they need to keep the lights on. With tax revenue plummeting and the state already having the second-lowest rated credit in the country, if the independent credit rating agencies downgrade the state to “junk bond,” California will be short up to $18 billion and default.
Brown used his line-item veto authority to strike $128.9 million in spending from the $91.3 billion California general fund before signing the state budget. Brown’s cuts surprisingly hit Democrat priorities, such as spending for child care and preschool for low-income children, and closing 30 state parks.
But Republican Senator Tom Berryhill warned Brown: “This budget is a slow-motion train wreck, and you’re driving the bus.” Berryhill criticized Democrats for failing to rein in public pensions and regulatory terrorism, and to and cap state spending. Those all are things Republicans say are needed to rescue state government.
But by agreeing to sign the fiscal year 2012-13 budget before the June 30 end of the fiscal year, Brown spared all the California legislators from losing their paychecks under a voter-approved initiative that blocks their pay if a budget is late.
The governor justified signing the budget based on the twin assumptions that the California economy was expanding and the voters would approve his Proposition 30 tax initiative in November, which would raise $8.5 billion. Many analysts doubted the voters’ willingness to vote to raise sales tax on themselves, but we were virtually alone in warning California’s shallow economic recovery had peaked and the state was at risk for a double-dip recession.
State Controller John Chiang tried to rationalize that, even though California revenues were “disappointingly” down $475 million in July, “However, because spending appears to be tracking and the funds that the State depends on for liquidity are performing well, California’s cash outlook remains stable.”
That’s sort of like the pilot of a jumbo jet announcing to the passengers: “As a safety precaution, you may want to cross your arms over your calves and grab your ankles and to brace yourself for possible impact.”

The state of California is now about to vote on gun confiscation which is a big part of tax revenue for the state. If this SB249 passes and the Governor signs it into law huge revenues to the state will be lost.

Now we witness the death throes of Progressivist Sacramento that refuses to see its Spendoholic bottom it is hitting. The money ship is not going to come in. Lavish contracts, and benefits for public service employees on the taxpayer dollar are not materializing anymore. I sure hope that the personal satisfaction of doing public service was their main reason to serve. Thats because there is no more super-charged California economy. All burned out!

This is no supprise. The california voter keeps putting the fox in the hen house and then wonder why everything is falling apart. Unfortunately we all suffer. pull the chain California. you got what you asked for.
Remember the deal Jerry made with Amazon to postpone the voter approved proposition to add sales tax on internet sales? Where’s the 10,000 jobs Amazon promised in California? Why would you make such a deal when the state needed the money so desperatly and King Jerry feels like he’s got the power to overrule the vote of the people? That’s acting just like an appeals court judge from the 9th curcuit. Legislating from the bench, a power they were never giving by the people or the constitution in the first place! Jerry signs a buget in a hurry to spare them loosing their pay, also voter approved? Great set of priorites. Then instead of cutting the fat and the givaways to non citizens, (their voter base) they cut services to the people. The taxpayers. Do you think we are going to approve a sales tax increase after we keep getting slapped in the face? Close state parks that we enjoy and pay for after the pension scandel was uncovered in the state parks system? (Tried to hide it on post-it notes).

I completely agree with you guys and gals. However, it astounds me that the idiots in Sacramento can project revenues and then say, oh we will probably have X dollars to spend and then spend it even before they get it. I can see projecting revenue over last year but CA politians have no clue that the state is losing people and businesses and that menas a decrease in revenue not an increase. I know how government wroks but that is really stupid. All the politicans across the country and especially in CA need to understand two thihgs: we, the voter put them in office and we the voter can put them out. And they are not spending thier money. They are spending the hard working taxpayers money and not in the right way. Vote them all out!!!

Let’s fact it, the Democrats are in power. They have been in power and have run things their way for years and years and years so there is no Republican fault in California. Look at this mess. Our leaders in California did this and they just happen to be Democrats. I’m sorry, they made the choice to be a Democrat and when you and they failed the people some very dumb people kept putting them back in. Their firing thousands of California American Citizens and replacing them with lower paid workers. Less money, less taxes? I have sent twenty or thirty letters to Pelosi, Feinstein, Boxer, Brown, etc. and I have never received an explanation for anything I asked. How open book is that? They are all Democrats, by the way. Let’s cut the BS and realize this problem is manufactured by the Democrats on purpose and with great planning and they do not want to help middle America.
