In Sacramento, the appalling consequences of one party rule have become manifest.
Last summer, I wrote about one party rule in the Legislature and pointed out the similarities with the early days of Fascist Italy, where the party gained control of the Italian Parliament through intimidation. I concluded, “Today in Sacramento, to impose one political party’s policies using undemocratic procedures, black-shirted goons are not needed to guard the doors of the Capitol Building. The thugs are inside the chambers casting the votes.”
The one party system under the Capitol Dome, that has resulted in all major decisions affecting the state budget being made in secrecy, out of public view, and behind closed doors, has come about as a result of the passage of Proposition 25 just two years ago. Backed by Democrats who hold a majority in the Legislature, the measure eliminated the two-thirds requirement to pass a budget that had been in effect since 1933. To gain public support, expensive political ads promised voters that lawmakers would be penalized with loss of pay if they failed to produce an on-time balanced budget.
Although the Howard Jarvis Taxpayers Association campaigned to expose Prop. 25 as a sham, the lure of “no budget, no pay” proved to be a powerful incentive to voters who approved the measure.
When, last year, the Legislature produced a budget that was in the opinion of paymaster, Controller John Chaing, out of balance, he withheld pay under the terms of Proposition 25. However, irate lawmakers went to court and prevailed — the only agency entitled to make the determination as to whether or not the budget is balanced is — wait for it — the Legislature itself!
So, what Californians have unintentionally achieved with Proposition 25 is single party rule, with no penalties for failing to deliver a balanced budget — unless, of course, one believes that lawmakers will voluntarily cut their own pay.
Now there are some, who are sympathetic to the goals of legislative Democrats, who may think that one political party having total power over the state budget is a good thing. But let’s look at how it is actually working.
Assembly Budget Committee member Don Wagner, a Republican, reports that last year the committee convened for just 45 minutes to consider the final budget document before the chairman cut off questioning to take a vote so that Democratic members of the committee could catch their flights out of town.
This year it was worse. No questions were allowed and the actual language of the bill the legislators were supposed to vote on was not made available. While broad categories of spending were provided, the individual amounts allocated to each of various programs were not produced. Wagner compares this process with Nancy Pelosi’s infamous comment on ObamaCare, “we have to pass the bill to know what is in it.”
Lest anyone think this is a partisan screed, it should be noted that the real problem is not which party is in charge but a system that allows any political party to so dominate the budget process that members of the public — the real losers here — have no advance information on how their money will be spent and no opportunity to comment. Prop. 25 has now institutionalized government concealment in the budget process.
Prop. 25, along with the just-passed Prop. 28 — that will allow lawmakers to serve up to twelve years in either house — have had the result of turning the California Legislature into something closely resembling the old Soviet Politburo, a self-perpetuating committee that enforces one party control over government and the people.

Here is further proof of how corrupt the system has become. The Democrats have also proven how corrupt they can be. It seems most Democrats both in State and Federal Governments have shown a lot of bad traits, lying, stealing, double dealing and for what? it seems all they are concerned about is staying in office, so they can increase their personal fortunes at our expense. The Republicans have been known to do the same. In my opinion the Democrats appear to be the worst.
How can we get some “Honest, public Servants:”? We have to ask some real hard questions and look into their backgrounds. See who their friends are, who are they in alliance with? The Media won’t do it. we see what we got with Obama.
Next time at the ballot, don’t expect the media to be your friend, with them it’s money talks. they couldn’t care less about you or your family. The corruption in this country and the media plus the politicans has become so bad it’s heart breaking.

with politicians allowing prop 187 to be killed in court without a fight, we as voters need to pay attention as to who should be voted out… We currently have 33 reps not on board with audit the fed. Many issues not being represented on behalf of the people. why ????
Not only corrupt but this is also what happens when stupid people vote. I strongly believe that if you do not pay taxes, speak no English, cannot pass a literacy exam, and fail to show an ID at the polling place, you should not be allowed to vote. We hard working tax payers are being screwed by ignorant people who have no clue what paying taxes and hoping to get a good value for your tax dollar is all about. I for one would like my money back and or the option to fire our current employees and hire more competent employees who understand that it is a privilege to serve. These idiots do not get it.

California, once the grandest state in the union, 2nd best educational standards in the United States during the fifties, a vertual gold mine for the aircraft industry, automobile manufacturing etc. where employement was readily available has unfortunately and sadly fallen to one of the very worst states in the union. For the past 40 years corrupt politicians at State and Local levels, the ridiculous limitations on just about everything by the Environmental Protection Agency, and the large influx of illegal immigrants together with sanctuary cities that appear to be above the law, have turned our once great state into a morass of corruption and rules which none of our once great industries want to deal with. If I were in a position to move out of California I would do it in a heart beat just as most of our industries have. Thank you, you corrupt politicians and the EPA
If you really want good government there is only one answer. Citizen legislators. No consecutive terms and only two terms in your lifetime. This means that no one will retire as an elected bureaucrat. Salaries will be at the top level of State Government pay and all allowances will be audited. There will be Capital Punishment for fraud or corruption.
Get the new laws ready and see how this works.

For those who have not been educated but indoctrinated, this was a fairy trale about a farmer whose goose laid solid gold eggs, at the usual rate of one per day. The farmer got greedy and killed the goose hoping to get more eggs that day. The result was the farmer got one egg and lost the goose’s future production. If any politicians or their staffs are reading this please try to understand this simple principle and work to stop the killing of California”s citizens and businesses!
As long as I can remember the Democrats has controlled the Legislature, at times we’ve had Republican Govenors, but very few strong ones. The Democrats received donations from all the unions, and look at the mess, the pension sytem is in. The Democrats, refuse stay within Budget constraints…The condition of Californias economy is the direct result of the legislature…..and the worst part of it is the stupid voters keep re-electing them.
