Explaining the Confusing California Proposition 19

It’s no secret that ballot initiatives can be confusing, but Proposition 19 takes obfuscation to a whole new level.

Voters can’t be blamed if they can’t remember whether Prop. 19 is the initiative that is a massive property tax hike or the measure that actually has something good for homeowners or the initiative that has something to do with firefighting. The fact is, all three are at least somewhat true — especially the part about the big tax increase.

Let’s clear up the confusion: Proposition 13, passed in 1978, gave California homeowners certainty about their future property tax liability because increases in the “taxable value” of property would be limited to 2 percent per year. Property would be reassessed to market value only when it changed hands. But that tax hike even applied when property owners transferred a property to their own children.

In response, voters overwhelmingly passed a constitutional amendment: Proposition 58 in 1986. It allowed for property – a home of any value and up to $1 million of assessed value of other property — to be transferred between parents and children without triggering reassessment, keeping the property tax bill the same.

Prop. 19 would repeal Proposition 58 and force the reassessment of inherited or transferred property within families. The only exception is if the property is used as the principal residence of the person to whom it was transferred, and even that exclusion is capped.

The non-partisan Legislative Analyst’s Office estimates that the repeal of the “intergenerational transfer protections” will result in tens of thousands of California families getting hit with higher property taxes every year. The LAO acknowledges that Prop. 19 imposes an additional tax burden in the “hundreds of millions of dollars.”

THEY SHOULD HAVE TO STAY HERE AND LIVE WITH ALL THE AWFUL THINGS THEY VOTED FOR LIKE NEWSOM, EXECUTIVE ORDER NO DEATH PENALTY, EXECUTIVE ORDER NO MORE GAS CARS BY 2035, LETTING OUT OVER 800 LIFE SENTENCE MURDERERS AND PEDOPHILES, EXCORIATING AND DENIGRATING OUR LAW ENFORCEMENT NOT TO MENTION DEFUNDING THEM AND LASTLY BLAMING EVERY POOR DECISON MADE BY HIMSELF ON TRUMP. FIRES, COVID, NOT HAVING ENOUGH SUPPLIES FOR EMERGENCIES ALL EXPIRED ON HIS WATCH AND BASICALLY TAKING MONEY BOUGHT AND PAID BY DEVELOPER LOBBY GROUPS. WHAT A PIECE OF WORK THIS LOSER IS AND I THINK THEY SHOULD STAY HERE AND BE MISERABLY UNDER HIS DICTATORSHIP.

    Democrats never met a dollar they couldn’t spend twice. The only thing in CA that isn’t taxed is the air. Wait, check that. Corporations have to purchase clean air from other corporations. Amazing how CA can tax nothing and claim it’s progress.

  4. We need to recall Newsom and not vote Democrat again. A Recall effort is going on right now. If you previously signed a petition you need to do it again as this our 3rd try. Go to recallgavin2020.com Print the petition, sign it and stay in the lines or they will toss it. Fill out the county and the bottom and mail it to the address at the bottom ASAP. Covid has hurt the effort so we need people to get it done like this. Pass it on to please.

  5. whynahell do we continue to embrace the useless referendum process in calitopia. the dictovernor and the super majority professional legislature will do whatever the hell they want regardless of refferendums. remember prop 8? any time the professional legislature doesn’t want to go on record, some goofball writes a refferendum bill. the sheeple then believe they’ve participated in the PROCESS. ever watch sausage being made. this is a far better show. does your DISTRICT represent you? mine doesn’t. those of us in gerrymandered districts can’t vote with our feet, and if this thing passes, it will be even harder to vote with your feet.   8. These sob’s need to be working hard on lowering spending, and therefore taxes. It it obscene that they can’t operate without taking huge chunks of our income, and never stop looking for more, more, more.
